London City Airport 30th Birthday – 2017

London City Airport 30th Birthday: Thursday 26th October 2017 was exactly 30 years after the first commercial flight took off from London City Airport, LCY, in London’s former Royal Docks. Local campaign group HACAN East organised a protest to mark the occasion.

The airport is around six miles east from the City of London and three miles from Canary Wharf and these two financial centres and the many of those who travel through it are business travellers though in winter months it has many taking ski holidays in Europe.

LCY is London’s 5th airport after Heathrow, Gatwick, Stansted and Luton and the 14th busiest in the UK. It is also the closest to the centre of London, and the most convenient to travel through. In one early visit to the airport I saw a traveller arriving late for his flight jumping from a taxi, running through the terminal and gate and across the tarmac to a plane to join others boarding. Though security is now rather tighter, passengers still avoid the long and boring hours of waiting at larger airports – which are largely there to support the shopping malls.

It owes its origin to the London Docklands Development Corporation (LDDC) which took control of the area in 1981, taking the development of a huge area of London’s former Docklands out of any democratic control. Although situated within the London Borough of Newham they played no part in the planning for it and the surrounding area, although control reverted to the borough finally when the LDDC was wound up in 1998.

Like Heathrow, LCY was founded on lies. It got permission to operate as a small business airport in a crowded part of east London on condition that the number of flights would be very limited and that these would use ultra-quiet turboprops designed for short landing and take-off.

As I wrote in 2017, “There are now many more flights, many made by extremely noisy jets, causing extreme nuisance under the flight paths.” With its single relatively short runway between the King George V and Royal Albert Docks it cannot handle the larger jets, but with the need for a relatively steep take-off and landing the planes are at their noisiest.

It was only five years before LCY lengthened the runway to allow a wider range of planes to use the airport and also considerably reduced the angle of approach so that these could fly lower on the approach, increasing the noise for residents in south-east London. In 2016 a plan for a major expansion programme was approved despite considerable opposition from residents in the area over the proposed 50% increase in the number of flights with the associated noise, air pollution and traffic congestion this would create.

The birthday protest in 2017 was organised by HACAN East (formerly Fight the Flights) and campaigners dressed as bakers delivered a birthday cake to London City Airport demanding they retain the cap on flights, have no further expansion and end the use of concentrated flight paths.

The demonstration was met by London City Airport’s Director of Public Affairs Liam McKay who took the cake and invited the protesters in for tea or coffee and to eat a slice of the cake. He said that he welcomed the dialogue with local residents.

Covid provided some respite for local residents, with a great reduction in the number of flights, but since then things have picked up, though in 2022 they were only back to the 2012 levels.

In 2022 LCY proposed to increase the number of passengers by almost 50%, continue flights on Saturdays until 10pm (currently none are allowed between 1pm Saturday and 12.30pm Sunday) and double the number allowed between 6.30 and 7pm every day. As the Green Party pointed out “this would mean more pollution, more noise for residents and a staggering increase in CO2 emissions” which is not consistent with the UK’s 2050 net zero target. They call for LCY to be closed and the site used for much-needed homes with workers there being re-trained for green jobs. The application, slightly reduced from the original plan, was rejected by Newham Council in July 2023.

Martydom of Ali & Cut the Carbon: Two unconnected events in London on Sunday 30th September 2007. I photographed a Muslim festival in Park Lane before making my way to Battersea where a long march organised by Christian Aid around Britain was resting before its final push to the City of London calling for urgent action to cut our carbon emissions. Sixteen years ago it was already clear we needed to do this to avoid climate catastrophe – but our government has clearly not yet got the message with its recent decisions, including giving the go ahead to exploit the Rosebank field.

Ali Ibn Abi Talib grew up in the household of the prophet Muhammad and was the first male to profess his belief in his guardian’s divine revelation.

Later he married Muhammad’s daughter Fatimah and became a great warrior and leader and also one of the foremost Islamic scholars. He was made Caliph after the previous Calip was assassinated, and was then himself assassinated while praying in the mosque at Kufa, Iraq dying a few days later on the 21st of Ramadan in 661CE.

Revered by all Muslims, he is particularly celebrated by Shia, who regard him as second only in importance to Muhammad, and celebrate his martydom annually, including in a colourful march on the streets of London.

They gathered in front of Marble Arch for a lengthy period of mourning before a ceremonial coffin was carried out and men and women rushed to touch it. People began to beat their breasts, the men with extreme force and the women very much more decorously.

Eventually they formed into a procession and moved off down Park Lane, with much continued mourning and beating of breasts, led by a tall banner about Ali, then the men, followed by the ceremonial bier and finally the by the women with more banners.

Although the men were happy to be photographed, some were concerned that I also photographed the women taking part in this and other similar events. But after putting the photographs from events like this on-line I received e-mails from some of the women in them thanking me for having recorded their participation.

I left the marchers as they moved down Park Lane. The procession continues for some hours, moving slowly and then returning to Marble Arch but I had to go to Battersea.

Cut The Carbon March: Christian Aid – St Mary’s Battersea

The ‘Cut The Carbon March’ organised by Christian Aid called for the UK and the world to take urgent action to reduce the carbon emissions which are leading to a catastrophic global warming which was already threatening the lives and livelihoods of many around the world, particularly in the Global South.

Clearly all countries needed to take urgent action to avoid the growing catastrophe, and countries such as the UK with higher per capita carbon footprints need to take a lead in this as well as helping other less industrialised countries to do so. We have benefited from a couple of hundred years of carbon-dirty industrial growth which has brought to world to the brink.

The marchers, including a number of international participants, had begun in Northern Ireland in July, moving on to Scotland, England and Wales on a thousand mile route through major cities which were listed on the back of the t-shirts worn by the marchers. The march was intended to convince people of the necessity to cut carbon emissions from the UK and globally. As well as marching there were events at their stops on the route, including a visit to the Labour Party conference in Bournemouth where they had met with then Prime Minister Gordon Brown.

Many others had joined the core marchers, walking with them for short sections of the route and providing hospitality at churches along the way. They were stopping in Battersea and taking part in an evening service in St Mary’s there before the final day of the march which was to end at St Paul’s Cathedral on October 1st.

I was late and the marchers had arrived at St Mary’s just I few minutes before me and were enjoying a rest in its riverside churchyard. Later some talked about the march and why they had given up their summer to take part in it as it was so vital that the UK and the world take serious action.

We were reminded that some of the world’s lower-lying countries were being threatened by the sea level rise from global warming, with ice-caps melting as a high Spring tide began to flood parts of the churchyard, but fortunately stopped with only a few large puddles at one side. But the sea-level will continue to rise and make some whole island countries uninhabitable as well as large areas of others already subject to flooding.

More recently we are also now seeing the effects of global heating and climate instability clearly in the UK, Europe and North America with record high temperatures, huge forest wild fires and odd weather patterns affecting crop yields. But the fossil fuel companies are still huge lobbyists and contributors to party funds and still our UK government, while paying lip-service to zero carbon in the rather distant future of 2050, continues to pump up the carbon with new coal, gas and oil exploitation. Total madness.

But this was a fine September evening and St Mary’s is a fine listed building and I was pleased yet again to take a tour inside and admire its architecture, fine monuments and modern stained glass windows for both William Blake and Joseph Mallord Turner who knew it well, as well as the riverside views.

British Museum and BP

Five years ago today on 20th December 2015 I went into the British Museum with “actor-vists” from ‘BP or not BP‘ to photograph their ‘A Farewell to Neil MacGregor – Director of the British Museum‘ who had enjoyed a “cosy relationship” with the museum’s sponsor, BP.

Fossil-fuel companies make their profits largely through the combustion of the hydrocarbons they produce in the engines of cars, lorries and aeroplanes and the boilers used to generate electricity and heat buildings and other processes which turn the carbon in these fuels into the greenhouse gas carbon dioxide, the main cause of the global warming which is currently threatening the future of human life.

As well as that, the prospecting and exploitation of oil resources, now more and more taking place in environmentally fragile areas such as the Arctic, together with spillages, some inevitable but others demonstrating a remarkable lack of care are causing terrible damage to our environment. And of course most of what doesn’t get burned is made into plastics and we are now becoming aware of the huge amounts of this that ends up in the marine environment with disastrous consequences.

While continuing to fuel the global crisis, companies such as BP have invested heavily in promoting themselves as good guys, publicising the relatively small investments they have been making in renewable energies and other green areas. It’s a short-sighted policy as their long-term future – and ours – depends on a complete move away from carbon fuels, but one which keeps current investors rich at the cost of the rest of us.

Almost certainly the most cost-effective part of the ‘green-washing’ of BP’s ecologically disastrous activities has been their sponsorship of many of our major cultural institutions including the British Museum, something which the cultural activists of ‘BP or not BP’ have highlighted in a number of artistic interventions. I was pleased to be able to photograph their play depicting ‘BP executives’ giving a farewell party to departing Museum director ‘Neil MacGregor’ inside the British Museum’s Great Court.

Although BP’s contribution is only a fraction of the museum’s budget, they get an engraved message on the wall of the rotunda in the Great Court and their logo prominently on the publicity for the museum’s major exhibitions which have included Vikings, Ming, Indigenous Australia: Enduring Civilisation, the Mexican Day of the Dead and Sunken Cities. As BP or Not BP point out, the last two are particularly unfortunate as BP has been given the largest corporate criminal fine in history of $18.7 billion for the underwater Deepwater Horizon oil spill which caused huge pollution of the ocean around the coast of Mexico.

Many museum staff are unhappy about taking cash from BP and welcome the publicity protests like this give. The protesters assured the museum security that they would cause no damage and leave without any trouble after the relatively short performance which continued without any interruption and entertained a number of the visitors to the museum.

BEIS told to Axe Drax

Mayer Hillman, 88 year old Senior Fellow Emeritus at the Policy Studies Institute

I arrived some time after the start of this protest by Biofuel Watch outside the Department for Business, Energy & Industrial Strategy (BEIS) having been at the Royal Courts of Justice for the XR Lawyers declaration of Rebellion, but was fortunately in time to hear some of the main speakers, including Mayer Hillman who has been writing about environment issues for many years – and whose work has inspired some government actions such as energy standards for housing and 20mph speed limits to reduce road deaths. But his warnings on the need for urgent climate action over many years have so far failed to produce any significant actions.

You can listen to his video “The Last and Most Important Advice I Will Ever Give” on YouTube, which puts the information on Climate Change simply and directly. Over 70% of the greenhouse gases causing global warming come from burning fossil fuels – coal, gas and oil – which are produced by around 100 companies, and we have to stop using fossil fuels. The other main source is deforestation, with the destruction of forests for agricultural land and the burning of wood.

Drax is a major UK source of carbon dioxide, and claims huge ‘environmental subsidies’ for doing so, despite their huge contribution to global warming. Switching to wood burning has made Drax a worse polluter but the UK government gives it £2 million a day for ‘renewable’ subsidies out of our electricity bills for doing so – and Drax has plans for expansion to also become the UK’s largest gas-fired power station.

As Hillman says, if life on the planet is to continue we need urgently to stop both fossil fuel use and deforestation, but our current politicians have failed to take effective action. We need to vote them out and vote in others who will do so.

He urges people to join the global rebellion led by XR and for young people to be inspired by the actions of Greta Thunberg and join the youth climate strike protests.

Tax Rebellion

Travelling around London as I do is often frustrating, with traffic often blocking the streets rather than moving through them. If I had any sense I would have picked up my folding bike, a Brompton, and took it with me to get to this protest at City Hall, the home of the Greater London Authority, more or less next to Tower Bridge.

My journey had started badly, with my train into London arriving around 25 minutes late – impressive for a journey which normally only takes 35 minutes. If I’d brought the bike I could have jumped on it and still got to City Hall on time, and if I’d been thinking more clearly I would have rushed down to the Jubilee line station to take a train to London Bridge, leaving me with just a short walk.

But when I’d planned the journey I’d given myself plenty of time, and the bus had two advantages. First my National bus pass meant it was free, and secondly it took me almost to the doorstep of where I was going so I decided to keep to my plan and take a bus. It was a bad call, and as I waited longer and longer at the stop I wondered whether to give up and go back for the tube, but finally the bus arrived and I got on. The first half mile was fine, but then we hit more traffic.

I ran up the path towards the protest, and saw the die-in starting from a couple of hundred yards away. I hadn’t missed it completely but it would have been rather better to have arrived and been available to photograph the start of the event.

The protest was to declare a tax strike against the Greater London Authority, withholding the GLA element of their council tax until they abandon projects which will cause environmental degradation and hasten ecological collapse. They want a citizen’s assembly to re-write the London Plan to stop all infrastructure projects polluting London’s air and invest in measures to cut carbon emissions and encourage healthier lifestyles

Many of London’s problems were made much worse by the abolition of the GLC by Margaret Thatcher back in 1986, leaving the city without any proper overall authority. The GLC under Ken Livingstone had made a good start in improving public transport in the city, but things more or less came to a halt, only to pick up again when he returned as Mayor with the newly formed GLA in 2000. Rail privatisation in 1994 made matters worse, with so many different companies responsible for overground services in the area – and recent franchisees seem even less competent than their predecessors.

The development of London in most respects also took a setback with the election of Boris Johnson as Mayor, who was able to claim the kudos for Livingstone’s cycle hire scheme, but was generally ineffectual, as well as wasting time and considerable money on a garden bridge that served no purpose and few wanted.

Progress with better cycling facilities has been slow, though much of the blame for this lies with the boroughs rather than the GLA. Some boroughs have been clearly anti-cyclist, and a strong lobby from cab drivers organisations has opposed innovation. Progress has been very piecemeal.

The Green Party has of course been pushing for better cycle facilities and other changes that would make London a healthier place, and both Sian Berry and Caroline Russell spoke. There were also protesters against the Silvertown Tunnel, which will greatly increase traffic on both sides of the river, particularly in Greenwich. This has now been given the go-ahead by Mayor Sadiq Khan who seems to have rather less concern for the environment even than his predecessor.

I don’t know how successful – if at all – the tax boycott has been, but I’ve heard nothing about it since. I think it would take rather more than this single protest, where many of those present will not have been London council tax payers, to get such a boycott going on a scale large enough to have any real effect.

March for Clean Air

Extinction Rebellion East London had organised a whole weekend of event , a festival of play, protest and education, the East London Uprising calling for a rapid end to the use of fossil fuels.

Apart from their huge contribution to our increasing carbon dioxide levels which are leading to unprecedented man-made global heating the will put the future of humanity at risk, the pollution levels already present in London and other cities from coal, petrol and fuel oils which pollute the air with toxic chemicals and particulates is already causing many thousands to suffer from various often serious lung diseases and is estimated to lead to almost 10,000 early deaths in London alone.

The marchers met in a small open space called Paradise Gardens, between the busy Cambridge Heath Road and houses in Paradise Row. It may have seemed like paradise when these houses were built in the late 18th and early 19th century, and doubtless they are now horrifically expensive, but this paradise is now highly polluted.

The march set off from Bethnal Green to Hackney behind a banner ‘The Air That We Grieve’, and included a marching jazz band, and of course plenty of families with children. As well as the jazz band there were samba drummers, and the ‘king of the bottle tops’ and others.

The march attracted considerable interest as it went up the Cambridge Heath Road, with many expressing support. But there was no general uprising and perhaps there are releatively few who are actually changing the way they behave, changing to lower carbon lifestyles as we all need to do. It requires a much greater urgency from a government which is prepared to make statements but not to take on the vested short-term interests of many of its backers by significant green investments and policies that will really impact on personal choices.

Clearing the ‘Sea of Protest’

Police I think waited until the journalists covering Emma Thompson’s visit to the Extinction Rebellion (XR) ‘Sea of Protest’ around Berta Cáceres, the pink yacht at the centre of Oxford Circus before they closed in.

I’d left with the others, but came back 25 minutes later to find the yacht surrounded by a ring of police, with just those protesters locked on to the boat inside. And sitting on the ground around them was a large crowd of XR supporters, listening to singers and occasionally chanting slogans.

Soon more police arrived and set up a cordon around the whole of Oxford Circus, allowing people to leave but not to enter. There were some heated arguments and one protester tried to urge the crowd by now outside to push their way through the police line, but XR organisers urged them to respect the non-violent principles of Extinction Rebellion and not oppose the police physically, and no-one followed his lead.

Police came and began to persuade  those still sitting down in Oxford Circus to leave, telling them they would be arrested if they stayed, and numbers began to dwindle, although there were many who stayed, having come prepared to be arrested to make XR’s point.

As well as photographing this, I was taking pictures mainly between the legs of police officers, both the ring around the outside of the protest, particularly of the dance group dressed in red that were going around the outside of the cordon, and, through the legs of the much tighter cordon around the yacht, looking through to the protesters who were locked on.

I wasn’t sure how much of the police to include in the frame with these images, and took some with a minimal presence as in the picture above, but also wider views showing the line of police. And of course it was possible to zoom in and exclude the police altogether. But I felt it important to have both police and yacht in the image to locate it.

Eventually the specialist police team turned up to begin to release the protesters from the yacht and its undercarriage – though some were very easily removed, others needed cutting out, and it was a lengthy process. As they were removed they were arrested and rushed to waiting police vans.

Once the numbers sitting on the road had reduced to a more manageable number police began making arrests of them also, taking them away. I hung around and photographed a number of them being carried away, though it was hard to get clear pictures as there were often too many people – police, other photographers and protesters – in the way.

After I’d been there for around two and a half hours watching and photographing I decided I’d taken enough pictures and left. It was several hours later before the area was cleared and the yacht was towed away, having been there for around five days.

XR Funeral Procession

It was perhaps surprising that Extinction Rebellion’s occupation of Parliament Square acheived less publicity in the media than that of the other occupations in April, despite starting with arguably the most colourful (and most musical) of the events of the eleven days, a New Orleans style jazz funeral procession.

The roads around the square were blocked as I arrived to photograph the procession, much to the annoyance of at least one taxi driver, who made an ill-advised attempt to drive through the protesters before giving up and turning around. But this isn’t a major junction like those at Oxford Circus or Marble Arch, not really even a major route, and one which I’ve long thought should be pedestrianised and permanently closed to all but essential traffic to make London more pleasant for Londoners and tourists.

Again, the protest in Parliament Square didn’t have the kind of permanent focus provided by the Waterloo Garden Bridge, or the pink yacht of the sea at Oxford Circus. And it was hard to see what might have provided that, though a large guillotine might have been popular with some. But what Parliament Square did have was a spectacle, a funeral procession led by a small jazz group in front of the coffin, and behind it giant skeletons and a bright red-clad group apparently representing the blood of extinct species – and of those species including our own soon to become extinct.

There were other mourners too, people with placards and some giant bees among them as the procession made several slow circuits of the square before moving onto the grass. They didn’t actually bury the coffin (or try to) but there followed a series of workshops and group discussions, and after a while I left to photograph another event that had been taking place at the same time.

The procession perhaps would have made better video that still pictures, both because of the nature of the event but particularly for the music.

XR Marble Arch

Extinction Rebellion’s largest site during their multiple occupation of London was in the area around Marble Arch. It’s were one of inner London’s busiest north-south routes, Park Lane on the east edge of Hyde Park, crosses the East-West route of Oxford St and the Bayswater Road, with Edgware Road, the A5 starting out its long journey well beyond Edgware to the far Northwest (and there is another similar arch where it ends in Holyhead.).

The Marble Arch itself is on the north edge of the traffic island in the centre of the large gyratory system here. It had been designed in 1827 by John Nash as a ceremonial entrance to Buckingham Palace, but in 1851 it was moved to its present position to serve as an entrance to Hyde Park at the time of the Great Exhibition.

Unfortunately the widening of Park Lane in 1960-64 led to it being cut off from Hyde Park, in isolation on a traffic island. No traffic passes through it now, although you can still walk through its arches. Until the late 1960s three rooms inside the arch were in use as a police station, but are now unused.

XR blocked traffic on all the roads leading to Marble Arch and tents filled most of the grassed area around, with the hard standing in front of the arch being used for stalls and performances, as well as a lorry equipped as a stage on Cumberland Gate. The area was occupied from the early hours of Monday 15th April. Police got the traffic moving again on Wednesday 24th, and XR finally left after a closing ceremony the following evening.

There wasn’t a great deal happening on either of the occasions I visited Marble Arch, but there were some major events on various of the evenings, with some well-known performers coming to perform and show their support. But I like to go home at night to a comfortable bed (and a good dinner) and left it to those staying in the camp to record.
