Clean Air – 1990 cyclists and 2019 XR East London

Back in 1990, I rode with hundreds of cyclists from the London Cycling Campaign and others protesting about the terrible air quality in London from Battersea Park to a well-attended rally in Trafalgar Square. Following the rally, some MPs raised the issue in Parliament.

XR East London marches for clean air – 12 July 2019

Almost 30 years on there has not been a great deal of progress – and the statistics now show almost 10,000 excess deaths per year in the city due to air pollution, and untold misery from various respiratory conditions, some crippling. In 2019 XR East London met at Bethnal Green on Friday 12 July to march to Hackney behind a banner ‘The Air That We Grieve’, calling for a rapid end to the use of fossil fuels.

Much of the pollution comes from road traffic, and the already announced end to the sale of new trucks, vans and any other combustion-powered vehicle from 2030 onwards will do a little to improve air quality, but existing petrol and diesel vehicles will continue to be used for many years, though we may see more stringent ultra-low emission zones to restrict their use in cities.

But although the switch to electric will cut down pollutants such as nitrogen oxides as well as reducing climate changing carbon dioxide, it will still leave other harmful substances such as particulates from tyres and brakes in the air. And the carbon footprint is only lowered so long as the electricity used to charge those car batteries comes from truly renewable generation.

Cleaner air in cities also needs us to move away from the car to more eco-friendly means of transport – such as public transport and bicycles. Even electric scooters and electric bikes also have a part to play.

Better public transport means more trains, light rail, trams and buses. The simplest and most cost-effective solutions are probably more dedicated bus lanes and bus-only routes, and giving buses greater priority in traffic. Many years ago I cycled in French cities where buses had priority and motorists (and cyclists) had to give way whenever they wanted to pull out from a stop, and changes like this to our Highway Code and traffic rules would make a difference.

In 1990 cyclists were calling for 1000 miles of dedicated cycle routes through London. We do now have some ‘cycle superhighways’ and ‘quietways’, although many of these – we are now supposed to call them ‘cycleways’ – still involve sharing with often dangerous traffic. Progress is still slow, and there is bitter opposition from some interest groups, particularly black cab drivers.

We need too an overhaul of London’s taxi system, with rules still made in the days of horse-drawn Hackney cabs. I’ve often stood at bus stops in the City waiting for my bus, held up by traffic while 20 or 30 or more black cabs drive by, the great majority of them empty. A move away from ‘ply for hire’ to smartphone based systems summoning a cab from a nearby taxi rank would hugely cut both congestion and pollution in the centre of London.

As always I was travelling around London on public transport (I sometimes bring up a folding bike on the train) and as the march neared its end I boarded a bus in the opposite direction back to Bethnal Green where I took the tube back to Holborn, then took the short walk to the University of London’s Senate House, where exploited outsourced workers were holding a noisy protest after the newly appointed Vice-Chancellor Wendy Thomson had failed to reply to a request to meet them and discuss their grievances. Tottenham, Hackney and The Times

I took the Underground to Seven Sisters, pausing while I waited for a bus to take a few pictures of the shops that would be lost with the redevelopment of the ‘Latin Village’ along with that thriving indoor market. For once I had a clear view from the bus and I took a few pictures as it made its way north to Tottenham job centre. I arrived earlier than expected and walked on the short distance to Tottenham’s new ground, officially opened the previous week, before walking back to photograph the protest I had come for.

The stadium did seem quite impressive from the outside, though like many others I was less impressed to hear that the football club are keen to pay TfL to change the name of the railway station in White Hart Lane to ‘Tottenham Hotspur’. I’m pleased to see that it still has its old name now, 149 years after it opened with it. Spurs wanted the change because it would increase the chances of finding a sponsor for the new stadium, but there was considerable opposition. And while there is precedent – Gillespie Road on the Picadilly line was renamed Arsenal in 1932 – since that team has now moved from their old ground it perhaps wasn’t a good idea.

The protest outside the Tottenham Jobcentre Plus was organised by the North London Revolutionary Communist Group and others and was one of many that have been taking place regularly outside job centres calling for Universal Credit to be scrapped. UC was badly thought out but even more poorly implemented, both thanks to Iain Duncan Smith, Secretary of State for Work and Pensions from 2010 to 2016. Designed both to rationalise and cut benefits, it incorporates a delay typically of five weeks between the old benefits ceasing and UC being paid, leaving many with nothing to live on. Some minor improvements have been made, including the availability of loans, but those on benefits are not really in any position to repay loans. Together with a harsh benefits sanction regime which had meant some claimants have lost benefits for long periods for relatively trivial reasons – such as being a few minutes late for an appointment – or having an accident on the way to one, this has resulted in a huge growth in reliance on food banks and even some deaths due to starvation and being unable to heat homes. Many have been forced into huge rent arrears – and in 2018 one in 38 of new claimants became homeless because of evictions.

The campaigners were still handing out leaflets and talking to clients going into the job centre and leaving when I caught the bus to make my way down to Bethnal Green. The weather, with sun, blue sky and some clouds was perfect for continuing my project making panoramic images of the Regent’s Canal in preparation for a show to celebrate the 200th anniversary of its opening in 1820.

As well as pictures showing the canal I took a few more on my way to Bethnal Green, as well as walking around the area, then along the canal west to Broadway Market.

It was then time to get on a bus again, to make my way to the offices of News Corp at London Bridge, where Transmission, a group supporting the rights of trans people, were protesting outside the offices of The Times newspaper against their publication of transphobic articles.

They say the paper has published an unfair article by Lucy Bannerman against the Tavistock Centre and medical services for trans children and has earlier targeted the trans charity Mermaids and ostracised trans athletes for competing in sports.

Returning to my London pictures for 1986, and to page 4 of my Flickr album 1986 London Photographs.

1986 was the year I began to photograph London in depth, and the album reflects this, with 1370 black and white photographs, a fraction of the number I took that year. The hundred on page 4 are from the boroughs of Hackney and Tower Hamlets and include pictures from Dalston, Shoreditch, Hackney, Bethnal Green, Wapping, Shadwell, Limehouse, Whitechapel and other parts east of the city. There is just the odd image from elsewhere in London.

Unlike in some earlier years the routes for my walks around the area were carefully planned, with research from a number of published sources, though information was much less readily available than now before the days of the world wide web. Of course I didn’t always stick to my planned routes, but I did carry a notebook to write down where I actually went and even sometimes some details of what I was photographing.

One of my major resources was of course maps, both new and old, not just for the streets but also for the other information included on them. Some marked industrial areas in brown, most showed churches and public buildings and some gave names of various features. The invaluable series of reprints of old 1:2500 OS maps was begun by Alan Godfrey in 1983, but few were available in 1986. I now have a very large collection.

My aim was to not to walk along every street (as the woman who produced the London A-Z was sometimes said to have done) but at least to look down nearly all of them, and to photograph all buildings of interest as well as other things I found on my journeys. Later when I had bought a scanner I produced enlarged versions of the A-Z pages, printing them on a black and white laser printer and used highlighter pen after I came home to mark where I had walked. These both showed me any areas I had missed and helped me, together with the notebooks, to mark on the contact sheets where the pictures were taken.

I mostly travelled by train or underground so often several walks started from a particular station, and perhaps along the same streets close to them. There were also some areas that particularly interested me, either for simple visual reasons or because they were obviously changing, to which I returned.

I hope it will not disappoint anyone that this is only a post about the third page of my pictures from 1986 on Flickr! Though rather more than usual for me at that time do include people, I think all of them are fully dressed.

All of the pictures on this page are from the East End – Bethnal Green, Stepney, Globe Town, Mile End, Whitechapel, Old Ford, and I think a few in Hackney, though when walking the streets it isn’t always clear which area or even which borough you are in, though the street signs often tell you this. Nearly all of these pictures were taken in Tower Hamlets in June 1986.

I stopped to talk to this man fairly early on a Sunday morning, when he was sitting quite happily on the steps of a house, which I think was empty and derelict, though it did have an empty milk bottle on it, as well as his larger bottle of what I think was cider. He had taken his shoes off and it was a pleasantly warm morning and we had a short chat before I asked if he minded if I took his picture. I think he was actually quite pleased to be photographed, and I was pleased to take his picture, though I would have photographed the house without him.

I was photographing this shopfront too when these two young men came out from inside to be in the picture too – and they do improve it, adding a little asymmetry. I think I may have gone back a few weeks later and posted a copy of the picture through the door, as I often did when I’d photographed people, but I’m not sure. If not, perhaps they will see it now on Flickr.

Another business I photographed on several occasions was ‘Globe International Autos!’, whose frontage had some extensive painting, and again I was asked to take their picture by two men working there. There are four pictures of the business on this page, two at times when it was closed.

Back in the 1980s I wasn’t photographing protests, or at least only those which I was taking part in against racism, South African apartheid and nuclear weapons. I didn’t go to Wapping to photograph the year long “Wapping dispute” by print workers after Murdoch moved printing from Fleet St to a new factory there, ending ‘hot-metal’ printing and replacing it by new computer-based offset litho. Murdoch sacked around 6000 printers after the union refused to accept redundancy for 90% of the workers with flexible working, a no-strike clause, the adoption of new technology and the end of the closed shop.

Although Murdoch had been both devious and brutal, I’d known some in the print and something of the “Spanish Practices” that were apparently widespread in Fleet St. While as a trade unionist (and at the time a trade union rep) I supported the workers who had been extremely badly treated it was clear that change was inevitable.

A rather more upbeat picture was I think of workers enjoying a lunch-break kick-about in an alley just off the Cambridge Heath Road in Bethnal Green.

And the closest I came to a ‘Page 3’ picture were a couple of images of Frank Dobson’s “Woman and Fish” on the Cambridge Heath Road in Globe Town. The sculpture had been placed in Frank Dobson Square at the junction with Cephas St on the edge of the Cleveland Estate. Dobson (1886 – 1963) was born and worked extensively in London and the square to commemorate him was made by the London County Council the year he died, with the sculpture at its centre, one of several versions he made in 1951 (another rather uglier one is in Delapre Gardens, Northampton.)

Originally it was a fountain, with water emerging from the moth of the fish, but it was vandalised in 1977 and restored without water. It was restored again after various further vandalisations in 1979 and 1983 and had to be removed completely when restoration was impossible in 2002. A bronze replica by Antonio Lopez Reche in 2006 is now in Millwall Park, Isle of Dogs.

Unfortunately much of Dobson’s work remaining in his studio at the time of his death was destroyed by his widow because of its erotic content, but one of his finest works, London Pride is outside the National Theatre in London.

They all fall on the National Grid in the vertical column TQ34, and there are more pictures from all of them in the albums of colour enprints I put together from 1986 to 1992 as a project with the rather tentative title ‘Cross-section’. TQ34 is just one km wide and I have a row of A4 files covering around 20 such columns across the city, though those at the outer edges have fewer images.

The roughly A4 album pages could each hold four 6″ x 4″ enprints. I started by gluing the prints in place on scrap cartridge paper (unused from A level Art exams and cut down to size) but though that worked well it became tedious, and I moved on to purpose-designed plastic filing sheets, at first transparent and later black.

I tried at first to keep all four prints on any page either landscape or portrait format and from the same kilometre grid square, but as you will see on Flickr there are a few exceptions. The album TQ34 includes just over 70 pages and is shown on Flickr as in the album with most images having four prints.

These enprints were all trade processed and I sent the films off to various cheap consumer labs. The different colour casts they produced for each roll of 35mm film I felt added to the project, and I accepted some packets of pictures where I really should have demanded a reprint. A few of the worst I have done a little colour correction before posting online.

I finished – or rather abandoned – this project around 1992 when I installed a print processing line in my own darkroom and going over to bulk loading and home processing of my colour negative film. Producing enprints was too slow and fiddly, but I was able to make larger prints, and a small selection of these images where exhibited and sold over the years.

March for Clean Air

Extinction Rebellion East London had organised a whole weekend of event , a festival of play, protest and education, the East London Uprising calling for a rapid end to the use of fossil fuels.

Apart from their huge contribution to our increasing carbon dioxide levels which are leading to unprecedented man-made global heating the will put the future of humanity at risk, the pollution levels already present in London and other cities from coal, petrol and fuel oils which pollute the air with toxic chemicals and particulates is already causing many thousands to suffer from various often serious lung diseases and is estimated to lead to almost 10,000 early deaths in London alone.

The marchers met in a small open space called Paradise Gardens, between the busy Cambridge Heath Road and houses in Paradise Row. It may have seemed like paradise when these houses were built in the late 18th and early 19th century, and doubtless they are now horrifically expensive, but this paradise is now highly polluted.

The march set off from Bethnal Green to Hackney behind a banner ‘The Air That We Grieve’, and included a marching jazz band, and of course plenty of families with children. As well as the jazz band there were samba drummers, and the ‘king of the bottle tops’ and others.

The march attracted considerable interest as it went up the Cambridge Heath Road, with many expressing support. But there was no general uprising and perhaps there are releatively few who are actually changing the way they behave, changing to lower carbon lifestyles as we all need to do. It requires a much greater urgency from a government which is prepared to make statements but not to take on the vested short-term interests of many of its backers by significant green investments and policies that will really impact on personal choices.

Philip Cunningham’s East End Portraits

I don’t always want to switch on the computer in the morning. I spend far too long sitting at the keyboard these days, very much feeling a slave of the machine. But of course there are many things I want to do – including posting here – which make it necessary.

But of course there are compensations. It’s good to hear news from some of my real friends – people I actually know off-screen – and to see what they have been doing. And occasionally among the mountains of gloom and despondency that make up the news there are some tiny gleams of hope.

One of the small pleasures of each morning is an email from Spitalfields Life, a blog which often presents an interesting view on some aspect of London, usually East London, and particularly at times some interesting art work or a fascinating interview with an aged character.

There are sometimes some fine drawings – such as those by Danish Illustrator Ebbe Sadolin (1900-82)  whose elegant wandering lines show scenes from post-War London including a number of familiar places. And while often the photographs to articles are rather functional rather than inspired, doing their job as illustrations, there are occasional posts of real photographic interest.

One such a few days ago, was Philip Cunningham’s East End Portraits, taken in the 1970s when he lived in the area first as a Youth Worker and then a probationary teacher. These, as the article states, are “tender portraits of his friends and colleagues” and show a real warmth and affection for the subjects. The pictures also tell you a lot about the area and its people.

The subjects include a few people I’ve known (and a couple I’ve photographed in much later years) as well as several others whose names I recognised.

This is an area I photographed for the first time around 1980 and that I’ve returned to occasionally over the years. On My London Diary you can see more of these cylindrical perspective panoramic views – each around 147 degrees horizontal field of view, as well as some more normal rectilinear lens views at Regent’s Canal.

I’m hoping to use some pictures from the canal in a small show next year – more later.
