At the LSE – Sept 29, 2016

I’d gone to the LSE to attend a session in the LSE’s 3-day ‘Resist’ festival organised by Lisa McKenzie, then a research fellow in the Department of Sociology there, though I imagine that this was one of several reasons her contract was not renewed. It’s OK if your work is purely academic, or if it supports the kind of people and companies that fund universities, but anything practical which supports the working classes is definitely infra-dig.

At the end of the session (more about it below) McKenzie called upon Petros Elia, General Secretary of the United Voices of the World trade union to which many of the LSE cleaners now belong. He accused the management of the LSE of failing to protect the interests of cleaners working there who they have outsourced to a cleaning contractor in a cost-cutting exercise without insisting on decent working conditions and conditions of service. He invited all present to a meeting to discuss action by the cleaners which was to be held as a part of the Resist festival later that day. I hadn’t intended to stay for that, but decided to do so.

Covid has made many re-evaluate the contributions of many low-paid workers, and to realise how essential their services are to the running of society. Cleaners are one such group and the meeting organised by the UVW made clear how terribly they were being treated by their employers, Noonan, while the LSE was happy to pocket the few pennies they were saving by outsourcing and look the other way to the injustices taking place under their own roof – while claiming the moral high ground and uncovering and moralising on those in societies around the world.

It was also a meeting which would have shattered any prejudices about low-paid workers being less intelligent, less aware or less articulate than those in higher positions. Many of them were migrant workers and speaking in their second (or third) language, though some through interpreters, but made themselves heard more clearly than the average cabinet minister in a radio or TV interview.

The cleaners’ campaign for parity of treatment with other workers employed directly was supported by students – including those on a new graduate course in Equality – and the students union General Secretary, several post-graduate students and staff. One of those present was LSE Professor of Anthropology David Graeber who so sadly died aged 59 just over a year ago and is much missed.

Students and staff continued to support the cleaners in various actions and the campaign was partly successful. The cleaners were brought in house in June 2017, but are still remained “frustrated and grieved by their continuing treatment as “second-class” workers.” A petition was launched in April 2021 making 14 demands. A major continuing problem is that the LSE does still not recognise or talk with the cleaners’ trade union, the UVW, but talks with Unison which never consults the cleaners and fails to represent many of their needs.

The earlier session of ‘Resist’ was a lengthy and detailed indictment by Simon Elmer of Architects for Social Housing of a report by a group of LSE academics on Kidbrooke Village, a development by Berkeley Homes and Southern Housing. This replaced the LCC-built Ferrier Estate in SE London, which was deliberately run-down, demonised and emptied by Greenwich Council from 1999 onwards.

Elmer accused the report of lies about the estate regeneration, of basing their report on that of the property developer and passing it off as their own, of placing the cultural legitimacy of an LSE report in the service of Government policy and the profits of Berkeley Homes and of accepting financial backing to validate the desired conclusions of their backers.

Elmer made a convincing case, but none of those responsible came to make any defence of the report, and it was hard to know whether there could have been any – though I suspect it might well have been only a matter of picking a few holes and making minor corrections to his analysis. Clearly universities should not be places where property developers or even governments call the tunes and the LSE would appear to have been caught out kowtowing to capital.

IWGB welcomes new Vice Chancellor

Although Universities like to present themselves as centres of enlightenment, when it comes to their relationship with workers who provide vital services to them, things are rather different. Unions including the IWGB have a long record of fighting and eventually winning battles against intransigent university managements for the London Living Wage and for better terms and conditions of service.

The IWGB, supported by other unions, after a series of protests and strikes in the ‘3 Cosas’ campaign won improved sick pay and holiday pay for outsourced workers at the University of London (Central Administration). But outsourced workers employed by contracting companies to work for the university are still under far worse conditions than those directly employed by the university, and often subject to poor and bullying managers, and a new campaign began in 2017 to bring them into direct employment.

Actions by IWGB members and its supporters – including many university students and staff – forced to the University to make a committment to bring the workers in-house, but a year later this promise was still to be kept, with only 12 receptionists having been brought back to direct employment

This action followed a failure of the newly appointed University Vice-Chancellor Wendy Thomson to reply to the IWGB’s request for a meeting to discuss the issue. Instead of talking with the IWGB union about their demand for all the workers to be taken into direct employment without delay the University has been spending large amounts on buying in extra security staff.

Although the great majority of the staff involved are now IWGB members, the University continues to take advantage of our immoral trade union laws which enable them to ignore the union and instead only officially talk and negotiate with a union which has no or very few members among the workers involved.

To their great shame our larger established trade unions collude with this practice – and even often claim the credit for concessions which have only been won because of the work of the IWGB and other grass roots unions who similarly remain unrecognised by the employers. Workers have a right to choose who should recognise them, and this is something that the unions once fought for but now too often refuse to support.

The 12 receptionists were given new contracts in May 2019, but these were negotiated with another union “behind their backs and behind the back of their chosen trade union, the IWGB“, and 7 of the 12 have brought grievances against the university, some of which involve a breach of transfer of employment (TUPE) regulations.

Since this protest, the University have also set a timetable to bring the  security officers in-house in May 2020 and cleaners in-house in November 2020, but have refused to bring the gardeners also involved back in house.

The IWGB are continuing to demand that the gardeners are also brought back in house and that any new contracts should be made in consultation with the union to which the workers belong and be approved by them.

BEIS outsourcing protest

One of many promises made by leading members of the Labour Party is that when they come to power they will put an end to the scandal of out-sourcing, which enables employers to retain the veneer of respectability while having workers engaged on key roles in their workplaces employed on wages and conditions that amount to exploitation.

Probably even Greg Clark MP, the current Secretary of State for Business, Energy and Industrial Strategy, would not stoop to employing staff on the wages and minimal conditions of service that catering and other workers at BEIS receive, and with the kind of management practices that outsourcing companies use to make a cut-price bids for contracts.

The workers at BEIS are fortunate to be supported by the PCS BEIS London and South branch; too often the major unions have failed to show much concern for the lowest paid workers, other than over them paying their union fees. Too often they have shown themselves more concerned about pay differentials and prepared to reach agreements with managements that fail to protect the interests of workers on low pay, a situation that has led to the growth of a number of small active grass-roots unions, often attacked by the traditional unions for ‘poaching’ their members as well as for their militancy.

Of course there are a number of branches of major unions who have fought for low paid workers, both their members and also others in their workplaces. At BEIS the PCS have shown how unions should behave to support low paid workers, and have also worked together with grass-roots trade unions at other government workplaces to coordinate actions.

The dispute at BEIS (and another at the Foreign and Commonwealth Office) are continuing, and it seems to be one the government are fighting more as a matter of supporting the principle of being free to exploit your workers than a matter of economics. It seems to be also one where ministers are happy to break the law, in May and June agency workers were brought in to cover the work of strikers in contravention of the Conduct of Employment Agencies and Employment Business Regulations of 2003.

The workers have had enough. Tomorrow lunchtime, Monday 15th July catering workers and cleaners “will walkout in the first EVER indefinite strike action in Whitehall. They down tools and say “we’re not coming back til you pay up!”.

Goldsmith’s Security

Goldsmith’s University is a part of the University of London located in New Cross in south-east London. Like many other organisations it has outsourced many of the service jobs on campus, paying private companies to provide the vital services that keep the university running.

Outsourcing contracts are generally awarded to companies who put in the lowest tender, and they do this largely by cutting corners at the expense of their employees, who are on poor wages, with lousy conditions of service and often greatly overworked by bullying managers. At Goldsmith’s the security guards employed by CIS Security report not getting their statutory sick pay, grievance pay, maternity/paternity pay and public bank holidays off, and feel they are treated as second-class citizens, not allowed to make use of the car park, canteens that other staff can use.

Their campaign to be brought in-house – employed directly by the university – has been supported by the Student Assembly which passed a motion of support for the security guards and the campaign by their trade union, the IWGB, and asking for Goldsmith’s management to recognise the IWGB to which the majority of them belong.

The protest, called by the Independent Workers Union of Great Britain’s (IWGB) Security Guards and Receptionists branch and supported by the Goldsmiths Students union and the Goldsmiths branch of university teachers union UCU, took place on St Valentine’s Day, and placards, posters and balloons reflected this, calling for the university to ‘show some love’ for the people who work there.

It was quite an eventful protest, and after a brief rally in front of the main building, the campaigners went inside and spoke to people eating in two canteen areas before walking through the buildings to emerge on the busy main New Cross Road, where they stopped traffic for some minutes by sitting on the road in front of Deptford Town Hall which now houses some of the university management. They returned onto campus and occupied the foyer of another building for a short rally before walking back to where they had started the protest for a final short rally.
